I would have to say option 1 Paul.... 18's fill the arches nicely but you may get scrubbing if you lower it & get the wrong size tyres.
As Dave says 17's are meant to be a better ride quality but I've had no problems with my new 18's. Just make sure you get normal tyres instead of run-flats and a can of tyre weld
